Nevada Commission on Tourism

About the Commission

The Nevada Commission on Tourism is composed of the lieutenant governor, who serves as chair; eight members appointed by the governor; the chief administrative officers of the Las Vegas Convention & Visitors Authority and the Reno-Sparks Convention & Visitors Authority; and the following ex-officio, non-voting members: the Chair of the Board of Museums and History, the Chair of the Nevada Indian Commission, and the Chair of the Board of the Nevada Arts Council.

The governor-appointed members must possess experience and professional background in tourism, travel or hospitality industries, including gaming.

The governor must appoint at least one member who resides in each of the three following locations: Clark County, Washoe County, and at least two members who are residents of counties whose population is 100,000 or less.

Meet the Commissioners

Kate Marshall

Kate Marshall was sworn in as Nevada’s 35th lieutenant governor on January 7, 2019. Kate grew up in working-class neighborhoods in San Francisco as the eldest of six children. She worked throughout high school and college, earning a bachelor’s degree and a law degree at the University of California, Berkeley, with the help of scholarships, Pell Grants, and student loans. After serving with distinction at the U.S. Department of Justice, Kate was recruited by then-Attorney General Frankie Sue Del Papa to come to Nevada to set up a state antitrust office as Senior Deputy Attorney General. Kate was elected Nevada State Treasurer in 2006 and re-elected in 2010. As Treasurer, she got rid of no-bid contracts and off-the-book accounts, and reduced spending, making government more efficient and identifying innovative methods to increase economic development for businesses in Nevada. Kate and her husband, Elliott Parker, reside in Reno, Nevada, where she is a board member of the United Way of Northern Nevada and Elliott is an economics professor at the University of Nevada, Reno.Read More

Cindy Carano

As a devoted member of the Reno community, Cindy Carano has held positions on the boards of many important organizations over the span of her career, including the Nevada Commission on Tourism, Reno-Sparks Convention and Visitors Authority, Nevada Hotel & Lodging Association, Downtown Reno Maintenance District Advisory Committee, Nevada Women’s Fund, Big Brothers Big Sisters of Northern Nevada, Founding Liaison between Eldorado Hotel Casino-Wooster High School’s Partner in Education, the boards of both the Regional Alliance for Downtown and the Washoe County Child Advocacy Center and, most recently, chair of downtown Reno’s newly created Business Improvement District, the Downtown Reno Partnership. Cindy began her career in operations at the Eldorado Resorts in 1973, culminating as Director of Hotel Operations in 2016. Phil DeLone

With extensive experience in international association management, tourism, hospitality industry sales and marketing, Phil DeLone serves the Reno-Tahoe region as President and Chief Executive Officer of the Reno-Sparks Convention & Visitors Authority. A graduate from the College of Hotel Administration at the University of Nevada, Las Vegas, Phil has spent nearly three decades in key management positions with Nevada-based gaming companies in Las Vegas, Reno and Washington, D.C. Phil was also CEO of Safari Club International for more than nine years, serving the global safari and outdoor adventure industry as head of this popular international exposition recognized by Trade Show News Network as the 84th largest in the U.S. commercial exposition industry. Today, Phil oversees all operations for the RSCVA, the Reno-Tahoe region’s destination tourism marketing and sales entity featuring a $55 million annual budget and seven regional sales and business development offices throughout the United States. Besides serving as a state tourism commissioner for Nevada, Phil is also on the National Automobile Museum Board of Trustees and the Downtown Reno Partnership Advisory Board, helping make the city center a better place to visit and live. Brian Krolicki

Brian Krolicki has devoted much of his professional life to a 24-year public service career in Nevada after having worked in the private banking industry. A graduate of Stanford University, Brian currently serves on multiple corporate and non-profit boards, and manages an advisory firm that provides strategic services to corporate clients. As Nevada’s 33rd lieutenant governor from 2007-15, Brian served as Chairman of the Nevada Commission on Tourism and worked to aggressively and innovatively promote the state’s domestic and international tourism industries. For six years he led Nevada’s strong economic expansion and diversification efforts as Chairman of the Nevada Commission of Economic Development, earning Nevada the reputation as an economic innovator and a preferred location for new and expanding businesses. As lieutenant governor, Brian was also President of the Nevada State Senate. During his tenure as State Treasurer from 1999-2007, Brian became Nevada’s first in such office to receive the Certificate of Excellence in Investment Policy and was honored with the prestigious Award of Excellence in Public Finance. Pam Robinson

Pam Robinson most recently was the policy director for former Nevada Gov. Brian Sandoval. She was responsible for energy, natural resources and tourism issues for the governor, as well as special projects. She also supervised the Washington, D.C. office and managed the issues associated with the Western Governors’ Association and the National Governors’ Association. Prior to her appointment by Gov. Sandoval, Pam served as Chief of Staff to Lt. Governor Brian Krolicki and managed Nevada’s Sesquicentennial celebration, including more than 500 events held throughout the state. Pam’s professional career began as staff to the late Congresswoman Barbara Vucanovich, for whom she ultimately served as legislative director before joining professional staff for the former U.S. House of Representatives Interior Committee, now known as the Natural Resources Committee. After relocating back to the west from Washington, D.C., Pam served as the legislative liaison for the United States Forest Service at Lake Tahoe. Her federal career concluded working in the Nevada offices of both former U.S. Sens. John Ensign and Dean Heller. Pam has been honored by the Nevada Women’s Fund as one of its 2017 Women of Achievement. Gov. Sandoval appointed Pam to the Nevada Commission on Tourism in 2018. A Utah native, Pam is an active volunteer in Carson City, including church activities and with the Boys and Girls Club of Western Nevada. Steve Hill

Steve Hill has had a hand in building the Las Vegas economy for more than three decades. From literally helping build the casinos on the Strip to attracting new businesses to the area and helping pave the way for professional sports leagues, Steve has left his mark on Las Vegas. As Chief Executive Officer and President of the Las Vegas Convention and Visitors Authority since 2018, Steve continues to have a hand in growing the local economy by driving more tourism to the Southern Nevada region. Originally from Ohio, Steve moved to Las Vegas in 1987 to start Silver State Materials, a concrete, sand and gravel supplier that grew to one of the largest in the country. Silver State was later purchased by CalPortland in 2008 and Steve served as the new company’s senior vice president until 2011 when he was appointed director of the newly established Governor’s Office of Economic Development (GOED) by then Nevada Gov. Brian Sandoval. Numerous businesses—including high profile corporations like Tesla, Apple and HyperloopOne—were lured to Nevada during Steve’s tenure. Former Gov. Sandoval also tapped Steve to serve as chairman of the Southern Nevada Tourism Infrastructure Committee, which led to the approval of both the expansion and renovation of the Las Vegas Convention Center and the $1.9 billion Las Vegas Raiders stadium. He was subsequently appointed by the governor to serve as chairman of the Las Vegas Stadium Authority and as a member of the Southern Nevada Sporting Event Committee to help attract high-profile events to Las Vegas when the stadium is completed. Active in the Las Vegas community, Steve has served as chairman of Service 1st Bank of Nevada, Las Vegas Chamber of Commerce, the Governor’s Construction Liability Task Force and the Boys & Girls Club of Las Vegas. He also served on the Nevada Commission on Economic Development, Nevada Savings and Government Efficiency (SAGE) Commission, Clark County Growth Task Force, RTC Regional Fixed Guideway Citizens Advisory Committee, Clean Water Coalition and Legislative Interim Advisory Committee on Air Quality. Cynthia Mun

Beyond serving on the Nevada Commission on Tourism, Cynthia is currently the Regional Advisor for the Society of Children’s Book Writers and Illustrators for Nevada. Previously, she spent two decades in strategic and product marketing. Cynthia served as Vice President of Marketing for Tropicana Las Vegas, overseeing the $125 million renovation and rebranding of the property, and as Executive Director of Business Insights and Strategy at MGM Resorts International. Prior to joining MGM Resorts, Cynthia acted as Leader of New Product Development at D&B for its $280 million small business division. She also launched Pandora.com as its Senior Vice President of Marketing. Cynthia served as Director of Product Marketing and Management for Gemstar TV Guide International, where she led the strategic market development and launch of the first electronic book. Herb Santos, Jr.

Herb Santos, Jr. was born, raised and currently resides in Reno. He is married to the former Kimberly Saylors of Las Vegas and together they have three children: Joey, Jarred and Hannah. In 2012, Nevada Gov. Brian Sandoval appointed Herb to the Nevada Commission on Tourism. Prior to this appointment, Herb attended the University of Nevada, Las Vegas, where he received his bachelor’s degree in sociology. He continued his education at the University of the Pacific, where he received his Juris Doctorate degree from McGeorge School of Law in 1991. Herb has worked as a trial attorney since receiving his law license, later opening the Law Firm of Herb Santos, Jr. in 1999. Herb has received an AV peer review rating by Martindale Hubbell, the highest rating given to lawyers in the United States and is designated to less than one percent of all lawyers in the country. Herb was honored as Nevada Trial Lawyer of the Year in 2018. He has received numerous other recognitions for his trial work, including a lifetime designation in Who’s Who in American Law, Top 100 Trial Attorneys in Nevada, recipient of the Weidemann and Wysocki Award from the American Association of Justice, pro bono awards for the Washoe County Bar Association and the State Bar of Nevada, among others. Herb is a Certified Specialist in Workers Compensation Law in Nevada. Beyond the Nevada Commission on Tourism, Herb has also served as past president of the Nevada Association for Justice and currently sits on its Board of Governors. He is the Nevada representative to the Republican Trial Lawyers Caucus of the American Association for Justice, a Fellow of the American Bar Foundation, a member of Lawyers of Distinction, the Million Dollar Advocates Forum, the National Trial Lawyers, and the Worker’s Injury Law and Advocacy Group, known for its dedication to representing workers and their families. Herb has become a recognized volunteer lobbyist who advocates for civil justice issues both on the state and national levels. Julie Pazina

Julie Pazina found her home in Las Vegas and never looked back, joining Edlen Electrical Exhibition Services. She is the company’s national director of sales, overseeing sales in the Las Vegas market, as well as regional and national sales efforts. Based in Las Vegas, Edlen is a family-owned and operated company that has grown into the nation’s largest independent temporary utility contractor for trade shows, conventions and special events.
She served on the Board of the Las Vegas Hospitality Association for six years, including her tenure as President in 2013. She is also a member of the Junior League of Las Vegas, is an active community volunteer and is a member of the International Association of Exhibitions and Events, which named her its 2011 Young Professional of the Year and the 2019 Woman of Achievement. Julie also currently serves on the International Association of Venue Managers Convention Center and Industry Affairs Committees.
Julie recently engaged in a campaign for a Nevada State Senate seat, in order to represent her community in upcoming legislative sessions.
Julie was raised in Atlanta and moved to Las Vegas in 2002, while working for the cruise industry as an Assistant Cruise Director and a Port and Cruise Consultant. Before living and working at sea, she worked in the advertising industry after graduating from Vanderbilt University, with a double major in Political Science and Communication Studies.

Kristin Windbigler

Kristin Windbigler currently serves as the Executive Director of the Western Folklife Center. In that role, she is responsible for establishing the vision for this mission-driven arts and culture organization that produces the annual National Cowboy Poetry Gathering that attracts several thousand visitors to Elko every year and provides year-round education and entertainment programs. Prior to joining the Western Folklife Center, Kristin founded and launched a volunteer-based translation program for TED Conferences. Through her role as Director, the program grew to 30,000 volunteers in 155 countries, with more than 100,000 translations in 115+ languages to help TED fulfill its mission to become a global exchange of ideas through its popular TED Talks videos. Robert Stoldal

Robert “Bob” Stoldal is a long-time Nevada journalist and veteran of community service. Current Chairman of the Board of the Nevada Independent—a nonpartisan, nonprofit news and opinion website—Bob also serves on Nevada Public Radio’s Community Advisory board. A passion for Arts and Culture and all things Nevada has led Bob to serve as Chairman of the Board for the Nevada State Museum and Historical Society, as well as for the City of Las Vegas Historical Preservation Commission. He also sits on the Preserve Nevada Board and the Nevada State Commission for Cultural Centers and Historic Places. Bob attended Las Vegas High School, where he wrote for the school newspaper. While attending the University of Nevada, Las Vegas, he served as editor of the student newspaper. Bob later attended Notre Dame and Belmont universities. His first paying job in media was sweeping the press room floors of the Las Vegas Review-Journal. Bob went to work as a radio announcer at station KLAS and later became its news director. At the same time, he worked as a part-time sport and weatherman at KSHO-TV, Channel 13. Bob was then hired as a reporter and anchor at KLAS-TV, Channel 8 in 1967. The next year he was promoted to news director. In 1992, Bob helped the KLAS parent company expand its news markets, which included three 24-hour regional all-news cable channels in Virginia, Tennessee, and Las Vegas. In 1998, Bob launched Las Vegas ONE, a 24-hour local news television operation owned by Cox Cable, KLAS and the Las Vegas Sun. He was promoted to Vice President of News for KLAS, overseeing both the broadcast and cable news operations. Bob retired at age 65 only to return to broadcast news in Nevada one year later. In 2009, he became Vice President of News for the Sunbelt Corporation, overseeing the television news operations in the company’s stations in Idaho, Arizona, and Montana, along with the company’s Nevada operations in Elko, Las Vegas, and Reno. Within five years, he expanded the daily news programming at KVBC Channel 3 by more than four hours a day. Bob is currently “retired,” devoting time to Board work and focusing on the preservation of Nevada heritage.Read More
